What is PACT

Belize has established a National Protected Areas Conservation Trust Fund called PACT. The PACT will provide funds for supporting conservation and promoting environmentally sound management of Belize's natural and cultural resources to foster sustainable development. PACT is a bold and innovative strategy for non-traditional revenue generation.

PACT's Goal and Purpose

The long-term goal of PACT is to support and facilitate activities which ensure the sustainable use of Belize's natural and cultural resources. Consistent with the mission statement and goal is the purpose of PACT. The purpose of PACT is threefold;

  • To provide the target groups with financial assistance for activities which foster the preservation, conservation, enhancement and management of Belize's natural and cultural resources and which are within the guidelines identified in the schedule to the PACT Act (No. 15 of 1995).

  • To raise funds and receive gifts and donations from Belizean and foreign individuals, corporations, and foundations, as well as from bilateral and multilateral organizations, earmarked for activities that help to achieve the mission, goal and purpose of PACT.

  • To establish and maintain the institutional arrangements, operational procedures, and public awareness programs required for effective and efficient management, to carry out the mission of the Trust.

  • By achieving its three fold purpose, PACT will achieve its long term goal. By achieving the long term goal the mission will be accomplished. A set of indicators were identified for each component of the purpose. These indicators, or targets are measurable. In addition, the logical framework has identified sources of verification for each indicator.

    The Plan

    The strategic plan outlines three programmatic areas within which PACT will have activities during the plan period. These programmatic areas are:

  • The Grant Awarding Program

  • The Revenue Generation Program

  • Administration and Operations Management

  • Each programmatic area pursues a specific component of the threefold purpose. As PACT undertakes activities in pursuit of its three fold purpose, certain states will be attained. These states are referred to as expected results, and several have been identified for each component of the purpose.

    Several key activities will need to be undertaken to guide the implementation of the strategic plan. The initial phase of the implementation process will have an emphasis on decision making through consensus. These decisions will determine the operating principles of the grant awarding and revenue generation programs, establish the criteria for project selection and evaluation, and finalize the approaches and philosophy that will underpin the design and implement the public awareness program.
